progress on assignments 2 & 3

Please respond to this message with your suggestions or additions to the lists and action steps.


PRIORITIES:
1. Encourage and/or require sustainable and appropriate building and rehab.
2. Promote balanced development of housing for people of all ages, income levels and abilities.
3. Increase home ownership by aiding existing property owners and promoting and creating opportunities for new homeowners.
4. Maintain long term affordability of the neighborhood.
5. Encourage grass roots model of community development and use of local resources.


Items to be measured, resources and information needed. It looks like these will be applied to individual objectives later, but here's that list:
* # of permits
* # of abandoned houses
* average sales prices
* # of new homes built
* amount of properties rehabbed
* demographics and census info
* % of rental property
* average rents
* homeowner repair $$ available/ needed
* homestead exmptions filed
* # of first time buyers in area (if trackable)
* # of foreclosures

The same with partners for collaboration, (my notes have a lot of acronyms, correct me if I got some letters jumbled)
* MIBOR
* Neighborhood associations
* Churches
* LISC
* Riley
* INHP
* FHLB-NIP
* Realtors, brokers
* City of Indpls.
* HUD - CDBG

Action Steps for each priority
Assignments 2 and 3 - For each action step we need to consider potential partners and resources and how the action step will be measured.
I. (Priority #1) Encourage and/or require sustainable and appropriate building and rehab.
A. Set design standards on both rehab and infill housing
B. Provide education to homeowners and contractors on historic preservation
C. Promote and provide education about environmentally friendly design, especially as it relates to energy conservation.
D. Monitor demolition vs. rehab, set goals and/or requirements
E. -?? (please add any action steps that relate to priority #1)

II. (Priority #2) Promote balanced development of housing for people of all ages, income levels and abilities.
A. Address homeless needs, including shelters and services. (This needs defined into a specific action I think - how?)
B. Encourage "good landlords", maintain level of quality rentals, control Section 8 abuse
C. Address Senior housing needs (This needs defined into a specific action I think - how?)
D. -?? (please add any action steps that relate to priority #2)

III. (Priority #3) Increase home ownership by aiding existing property owners and promoting and creating opportunities for new homeowners.
A. Offer homeowner repair training.
B. Increase access to and awareness of various financing and lending institution programs.
C. Develop a path to homeownership for neighborhood renters
D. Promote the good qualities and opportunities available in our neighborhoods to attract outsiders
E -?? (please add any action steps that relate to priority #3)

IV. (Priority #4) Maintain long term affordability of the neighborhood.
A. Work to control tax increases
B. Create community land trust(s)
C. -?? (please add any action steps that relate to priority #4)

V. (Priority #5) Encourage grass roots model of community development and use of local resources.
A. Encourage local ownership by neighbors of doubles and rental properties.
B. Create a matching funds mechanism for improvements where neighborhood groups have invested their own resources.
